RFI (Request for Information) Global Alliance "Hub" and "Satellites" Construction of Affinity Group Housing
Effective July of 2010 all 80+ Affiliates in our Global Alliance were requested to complete the "harmonize" process of their rules and regulations to meet standards adopted  from input of Alliance members by no later than 1-1-2012. As of 12-31-11 approximately 47 of our global members have completed the process, including financial integration, with another 26 members pending completion or verification.  The remaining members are  still evaluating their ability to comply, or entered alliance very recently,  or in a few cases are requesting exemption due to how their funds are being held/handled.

Over the past several years the IBG Marketing and Analysis Team developed a "Standard Model" which can be modified to fit many areas of the world,  regardless of local/national regulations. The information will be shared with those reaching the RFP stage of this process, after NDAs signed.
The attached request is being posted on  47 of our global websites, with other sites to be added later.  You should email your reply through the website you are reading this announcement and in that language. ALL responses must first go through one of the 5 (Vancouver, Hong Kong, Dubai, London, South Florida)  IBG Global Regions,  prior to submission to IBG (International Board of Governors) Review Committee.  The tentative RFI submission close date is May 1st 2012. The following is current timeline estimate for completing this multi-step process.


1. RFI responses completed 5/12
2. RFI evaluations/requests for additional info completed 8/12
3. RFI selected responders notified & NDA's signed by those moving on to RFP process 9/12
4.RFP guidelines released to those completing NDA's and positive background evaluations 10/12
5. RFP responses completed 6/13
6. RFP evaluations/requests for additional info completed  9/13
7. RFP responders selected  and additional negotiations completed 11/13
8. RFP final selections and recommendations of support organizations adopted 12/13
9. RFP winning responders first contracts awarded by IBG agents  2/14   
10. Architectural & Engineering design/modifications to commence 3/14

The following are definitions and evaluation points for RFI & RFP Responders:
HUB, is a central point for services and Housing  from 400+ to 800 units in first phase of development.
Satellites, are  smaller Housing structures from 1+ individuals, although these may  include over 100 individuals,  and generally within less than 2-hours transport to HUB.
GREEN,  the nearer  to being high quality "Green Building/LEED" design,  with cost considered, the higher  any future RFP response will be graded. ( Masdar City, U.A.E. is an example on larger scale; also many self-sustaining energy buildings either built or planned around the world.)
Track Record in support of Affinity Groups and the alliances of Multiple Local, National & International Org. from RFI Responder,   to supply services for pre-construction, construction, and ongoing operations.
Safety and Security of any of the Affinity Groups in the specific HUB and satellite locations must be addressed.
Funding by IBG will have limits, each successful RFP responder will be required to supply/raise part of their own funding. There isn't any set rule, depending upon RFP winning response(s) and  merits, plus IBG available funding may vary from region to region. In some cases matching government funds or a new Global Alliance member may reduce winning RFP responders financial responsibility  to very small amount of overall budget. IBG will be available to use its/partner global accounts to assist in many regions.

MIXED USE and Combined Non-profit/For-Profit; it is anticipated both HUBS and Satellites may be mixture of entities providing ongoing services and management.

RFI Response Guidelines: (not to exceed 3 pages single spaced printed)

1. Names of local and national organizations supporting the RFI response, along with HUB and Satellite locations, Primary and Secondary contacts for this RFI, including phone# and email.
2. RFI area description of All required services providers needed (food, transport,  medical,  energy, management), counselors specializing in specific Affinity Groups with language skills, volunteers, tourism areas, security , cost of living index in area, climate and weather conditions to be considered, entertainment venues,  and other items making specific Hub and Satellites appealing.
3. Existing number of known Affinity Groups  in  RFI proposed area. There are currently many accepted Affinity Groups in the Global alliances', but that number will grow as more are both identified and accepted into the Global Alliances.
4. In some cases Affinity Group members may be relocated (especially in cases where their health or life is threaten), need  to include government regulations preventing Global Alliance members  transferring clients of any of the  affinity groups  currently represented;  where they may reside outside country of the specific area being suggested  in the RFI. (Examples: Intersex,  Elder or any age LGBT, VFE, VOT,  VSVE,  VRPE,  VPP, Autistic,  Buddhist Monks, rescued/exploited children, Atheist,  etc.)
5. Any examples of existing facilities in RFI proposed area suitable for retro-fit  to "GREEN/LEED" standards.
6.  Local/area numbers you know  at this point who could benefit from these services either in a recovery environment or permanent living arrangement.  Many non-retired  Affinity Group members who are physically able to be employed will be expected to work part/full time in maintaining their HUB or Satellite housing. Some Affinity Group members would be in low to middle income levels who have pensions or investment income.

Attached is a partial list of Affinity Groups support by the Global Alliances (we are prohibited from listing some due to security concerns.) These are English Translations in some cases,  and may have different names in actual Alliance NGO's  around the world.
